Check if file contains data in needed format.

creator is different Unit is different so that import failed. can we change through txt file ?
i have notification wlp files which is from different creator and for different hardware and unit. can i import with any changes ?

you cannot change creator of unit, you need to recreate unit again under required account

it's possible to import notification from one resource to another , but wlp file with notification's content is not the same as wlp file with unit's settings
