Rights to Edit Mileage/ Engine Hours Counters

It would be great if we could have an advanced control of users rights to edit unit counters.
We believe that end users should not be able to change counter type selection. It would be hard for us to train them and make them understand how each counter type selection works.
However, the end users should be able to edit counter values since they are the vehicle owners and they definitely know the actual values of the mileage/engine hours counters.
